Charity Description
Mission: "To provide social services, including those not readily available in the community, to women distressed by pregnancy. To assist clients and their families, including the fathers of their children, to meet the challenges of their individual situations and to grow through this process.
Program or Service: Lifeline offers long-term, in-depth case management services to pregnant women and their families. These services are aimed at empowering women to make positive changes in their lives that will bring stability and enrichment to their families. When Lifeline began nearly 23 years ago, it was an all-volunteer agency and the first in Austin dedicated to serving women who chose to parent their children. Over this period of time society has changed, with increasing drug abuse, homelessness, and economic hardship. Lifeline responded by changing to a professional staff, who provide the in-depth casemanagement services and who continue to respect the dignity and worth of all the clients.

The Casemanagement Program utilizes a holistic approach targeting many aspects of the client’s life. It attempts to effect change by addressing the client’s needs of shelter, food, medical care, education, employment, job skills, relationship issues, abuse, spiritual well-being and parenting issues. The program promotes an understanding of pregnancy and the roles of parents, the importance of developing marketable skills, outlines methods for obtaining financial resources for basic living, and expanding knowledge of community resources and acknowledges the importance of having a spiritual connection. The lack of these needs impacts the pregnant woman’s health and well-being, the unborn children’s medical needs, the children’s health and welfare, the family’s ability to function as a healthy, independent unit, societal stability and money spent on social programs.

The Casemanagement Program consists of the following:

ASSESSMENT:
Information about the overall status and needs of the client and her family. Areas addressed include cultural background, household structure, survival needs and other needs such as employment, education, communication between family members, and the ability to interact with state and private agencies.

INTERVENTION:
The caseworker sees a client at regular intervals throughout the pregnancy and up until the baby is six months old. During this time a relationship based on respect and trust is developed between the caseworker and the client. The caseworker provides problem-solving counseling covering issues related to family, relationships, and abuse in order to facilitate the client’s adjustment to parenthood. Caseworkers provide information and give referrals to community resources. The caseworker is also available to act as a client advocate between agencies and individuals when areas of conflict arise.

EDUCATION:
Lifeline has over 600 handouts for use as informational and educational resources for the client. Individual education is provided using one-on-one instruction, videos and handouts. Topics such as budget planning, child development, pregnancy and childbirth, goal setting, nutrition, and parenting skills are just some of the examples of the educational resources available.

MATERIAL AID:
Limited material and financial aid is available for established clients.
Outcomes: OUTCOMES:
The client is given support and encouragement to better prepare herself to become a responsible and loving parent. The progress that she makes in all areas of her life depends upon her willingness to educate and inform herself, and then make any necessary changes. In order to measure the client’s progress towards stability, the number of changes she makes, the successes she has in connecting with community services, the number of videos seen and handouts received are tallied. Examples of the changes recorded are: found stable housing, found employment or job training, entered an academic program, took parenting classes, found pre-natal care and health care for her children, and found child care for her child/children. When the baby is six months old, or there is no further need for services, the caseworker and client review the progress that the client has made towards a more stable and healthy life. If the client still has on-going needs, she is referred to appropriate community agencies.

STATISTICS:
Data on the number of new clients each year and the services they receive throughout their connection with the case management program are compiled both annually and monthly. Over the past five years the average number of births reported by mothers in the Lifeline Program was over 200 babies per year. After the client’s case has been closed for six months, she is sent a survey letter to determine her current stability in the areas of housing, employment, education/training, sobriety, child care, health and relationships.
